Position Summary
The Naval Hospital Camp Pendleton Radiology Department operates a mission-critical, hub-and-spoke PACS enterprise that underpins diagnostic imaging, clinical workflows, and patient care across NHCP and multiple outlying clinics. While the hub at Naval Medical Center San Diego (NMCSD) has robust clinical PACS support, NHCP requires dedicated onsite Clinical PACS Administration to ensure reliable, high-quality service across the spoke sites. You will provide comprehensive, PACS-agnostic administration—managing, maintaining, and optimizing the PACS environment to ensure seamless, 24/7 image availability for clinicians across the enterprise.
Key Responsibilities
System Management (Onsite & Remote)
Oversee day-to-day PACS operations across the hub-and-spoke enterprise, including installation, configuration, and maintenance of PACS servers, workstations, archives, databases, and image routing devices. Perform routine health checks, backups, disaster recovery readiness, and documentation. Plan and execute PACS upgrades/patches in coordination with IT and vendors, minimizing downtime and clinical impact—especially during the current agency-wide PACS upgrade. Safeguard system integrity and data security for all PACS-related information.
Image Workflow Optimization (Onsite & Remote)
Ensure accurate, efficient flow of images from acquisition (Ultrasound, Nuclear Medicine, CT, MRI, X-ray, Mammography, Dexa, Fluoroscopy) to storage, retrieval, distribution, and display across NHCP and outlying clinics. Manage data migrations with a high standard for integrity and accessibility, with particular attention to upgrade transitions. Integrate PACS with EHR, RIS, VNA, and other clinical systems across the distributed network. Monitor and administer image routing and transmissions to tele-radiology vendors to ensure timely, reliable reads.
User Support & Training (Onsite & Remote)
Provide responsive tier-1/2/3 support to radiologists, tele-radiology vendors, modality technologists, medical support staff, and providers. Develop and maintain user guides, FAQs, quick reference materials, and orientation curricula. Deliver role-based training sessions and coaching on PACS functionality, workflows, and best practices. Troubleshooting & Issue Resolution (Onsite & Remote). Serve as the primary point of contact for PACS-related technical issues across the enterprise. Diagnose and resolve PACS, interface, modality connectivity, and accessory issues; escalate to internal IT or vendors as needed and track to closure. Perform root-cause analyses for recurring issues and implement preventive measures—especially throughout the upgrade lifecycle.
Compliance & Security (Onsite & Remote)
Ensure strict adherence to HIPAA and applicable federal/DoD privacy and security requirements. Enforce quality standards for image acquisition, storage, transmission, and display. Maintain audit trails, access logs, and compliance documentation for reporting and inspections.
Performance Monitoring & Optimization (Onsite & Remote)
Continuously monitor PACS performance (image load times, storage utilization, network bandwidth, uptime). Identify and remediate bottlenecks proactively; tune performance to sustain clinical throughput—particularly during upgrade cutovers. Produce analytical reports and dashboards on utilization, trends, and performance; recommend process and technology improvements.
Collaboration & Liaison
Management Liaison: Partner with NHCP leadership to define KPIs, reporting cadence, and analytics related to PACS performance, utilization, and upgrade progress. Vendor Liaison: Coordinate with PACS and accessory vendors to report issues, manage SLAs, schedule maintenance, and align on release plans. Hub Collaboration: Work closely with NMCSD on shared initiatives, standards, best practices, and resource alignment.
Required Qualifications
3+ years of hands-on PACS administration in a clinical imaging environment (multi-site or hub-and-spoke strongly preferred).
Expert knowledge of DICOM and HL7; strong familiarity with RIS, EHR, VNA integrations, and tele-radiology routing.
Proficiency with Windows Server/desktop environments; working knowledge of Linux; familiarity with databases (e.g., SQL) and storage technologies (SAN/NAS, lifecycle/archival strategies).
Solid understanding of networking fundamentals (TCP/IP, VLANs, VPNs, DNS, routing, bandwidth/QoS considerations for imaging).
Demonstrated experience with backup/restore, high availability, and disaster recovery for imaging systems.
Strong analytical and documentation skills; ability to produce performance reports and SOPs.
Operational Hours & Coverage -Onsite: 07:00–16:00, Monday–Friday (excluding federal holidays) at NHCP and, as needed, outlying clinics.
After-Hours: Provide 24/7 remote support (evenings, weekends, holidays), including on-call availability for critical incidents to ensure uninterrupted patient care.
